——在美国国会“中共60年暴政”研讨会上关于中共镇压法轮功后果的演讲译文
2009年10月1日和2日，由美国众议院议长赞助，魏京生基金会主办的“中共60年暴政”艺术展在国会Rayburn大楼举行。十月二日下午召开研讨会，其中讨论了关于中共镇压法轮功的后果。以下是英文发言的译文。
最近一周以来，北京大街和周边地方到处游弋着荷枪实弹的武警和装甲车。天安门广场及周边商业与民用住宅从9月29日起就被关闭，公交系统停运，北京市民则被告知不要上街，储备好几天的食物和水。中共所耗巨资筹备的似乎不是一场庆典，而是一场战争。
每个人都会感到紧张的气氛，但是很少有人会把这种草木皆兵的氛围与10年前开始的迫害法轮功联系起来。
当迫害刚刚开始的时候，不修炼法轮功的人会认为法轮功学员将面临着艰难困苦。这种想法不无道理，因为已经有超过3300名法轮功学员被折磨致死。根据美国国务院2008年的人权报告，在中国劳教所中有超过10万名法轮功修炼者，超过总共关押人数的一半。
然而，我们必须指出的是这一场迫害的受害者绝不仅仅局限于法轮功学员。这一场迫害能够发生是以中共当局践踏法律和剥夺基本人权为前提的。它以思想定罪，任意监禁、折磨和屠杀法轮功学员而不受任何惩罚。由于法轮功人数众多，且无处不在，中共就必须建立一个类似盖世太保的组织来执行镇压，并将其触角延伸到国家的每一个角落。这个组织就是臭名昭著的“610办公室”，成立于1999年6月10日。
“610办公室”给中共提供一条龙服务，因为公、检、法、司都成了它的提线木偶。警察负责抓人、检察官负责起诉、法官宣判的判词是早在聆讯前就写好了的、律师如果为法轮功学员辩护则会被吊销执照。大多数被捕、被绑架的法轮功学员则直接被扔到劳教所里。“610办公室”赋予警察和狱卒无限的权力，可以毒打、强奸法轮功学员并给他们洗脑。即使打死了人或者活体摘除器官也不必付任何责任。总之，这一场犯罪不仅遍及全国，而且是以国家暴力为后盾的。这种政府犯罪是彻底的“国家恐怖主义”。
由于法轮功无处不在，“610”也无处不在。然而一旦这个镇压系统被建立并运转，对于中央、省、市、县一级的中共官僚来说，就变成了一个顺手的工具。这个系统可用来迫害任何因征地、拆迁、下岗等问题而寻求救助的人。前天津“610办公室”的警察郝凤军证实，“610”最开始用来对付法轮功，随后各种宗教、异议人士乃至外商都成为“610”监控和镇压的目标。
一个明显的实例是国家信访局，这个本来是接待来信来访的机构最近改了其英文翻译，变成了“接待来信和接听电话(State Bureau for Letters and Calls)”。明摆着，中共不希望看到任何访民。
最开始，这个机构是官民对话的唯一通道。迫害法轮功开始后，上访的法轮功学员就在那里被截访、殴打和逮捕。但那时，为其它原因上访的民众还会受到接待。但很快，所有上访人员都受到了和法轮功学员一样的待遇。腐败官僚们利用截访来阻止其罪恶的曝光。只要他们称访民炼法轮功，就可以为所欲为地迫害他们。
当最后一个寻求公正的渠道被关闭后，中共官员们干起坏事就更加肆无忌惮。失去任何制约的中共官僚以前所未有的速度腐败，与绝望的民众之间的冲突也迅速升级。目前这种对立已经紧张到了中共每次举行一个大型活动，从奥运会到所谓“国庆”游行，都要用全副武装的武警对北京戒严。这是为迫害法轮功而践踏法律的直接后果。
另一个后果发生在高科技领域，即互联网的封锁与反封锁。海外法轮功学员用他们的聪明才智开发出反网络封锁的软件；而中共也投入数十亿美元购买硬件和雇佣网特。最近一个臭名昭著的例子就是“绿坝软件”。中共试图将此软件安装在每一台计算机上。研究表明，该软件并非象中共声称的那样是过滤色情图片的。研究表明过滤的70%关键字跟法轮功有关。
网络封锁和反封锁延伸到了其它极权主义国家，如伊朗、缅甸、沙特，甚至北韩。伊朗六月大选后，法轮功学员开发的软件成为国际社会了解伊朗局势的主要通道。
毋庸置疑，中共将法轮功列为头号敌人，这也反映在中共外交政策上。中共在用尽经济和外交的手段消除国际上支持法轮功的声音。
尽管面对残酷的迫害，法轮功却从未屈服。他们将软件传播给那些希望听到自由社会声音的人；他们运营自己的媒体，帮助被迫害者发声；他们发表了揭露中共邪恶本质的文章，从政治、文化和道德层面反思中共。在大陆的法轮功学员则把真相资料传播给他们的同学、邻居、同事和朋友。
这些活动启发更多的人理解中共的邪恶，并站起来保护他们自己的人权。法轮功学员展示了真相瓦解谎言的力量。他们启发更多人的道德觉醒，退出中共，给中国带来了和平转型为自由社会的可能。
当江泽民下达迫害命令的时候，他声称三个月就能消灭法轮功。他绝不会想到法轮功坚持了十年，而且丝毫没有减少澄清真相的力度。反而，我们从中共60年庆祝的保安规模上看到了它的虚弱和恐惧。这就是中共迫害法轮功10年后的结果。

Crimes and Unforeseen Consequences of the 10-Year Persecution of Falun Gong in China
In recent days, armed police with assault guns and armored cars are everywhere in and around Beijing. Apartments and business within a mile away from the Tiananmen Square and the Square itself were all shutdown on September 29th. Even bus and metro stopped running. People in Beijing were told not to go to the street and store food and water for a few days. This communist regime is more like preparing for a war than for a celebration.
The tension can be sensed by almost everyone. But not many people may link it with the persecution of Falun Gong.
When the persecution started ten years ago, many non-Falun-Gong-practitioners felt that Falun Gong people would have a hard time. This feeling was partially correct because more than 3,300 Falun Gong practitioners have been tortured to death. According to the 2008 Human Rights Report released by the US State Department, more than a hundred thousand detainees, which is more than a half of the total, in the forced labor camps, are Falun Gong practitioners.
However, we have to point out that victims of this anti-Falun-Gong campaign include not only Falun Gong practitioners. The persecution of Falun Gong can only be carried out by destroying “the rule of law”, and deprive people of basic human rights. It punishes an individual based on his or

her thoughts, and can jail, torture and kill them with impunity. Because Falun Gong people are ubiquitous in mainland China, the Communist regime had to build a Gestapo-like bureau to destroy the whole justice system of the country, and extends its presence to every corner of China. This office is notoriously known as the “610 Office,” which takes its name from the date when it was founded on June 10, 1999.
The “610 Office” provides the Communist Party a one-stop service because the police, prosecutors, judges and attorneys are just its puppets. After the police arrest Falun Gong practitioners, the prosecutors prosecute, the judges just read prepared court decision made before the trial, and attorneys who truly defend the plaintiff may have their licenses revoked. The “610 Office” also gives the police and prison guards the power to torture, rape and brainwash Falun Gong practitioners with impunity even if they torture the Falun Gong practitioners to death, or
harvest Falun Gong practitioners’ organs while they are still alive. In a word, these crimes are not only everywhere, but also backed up by the State. The atrocities carried out by the government can be called “State Terrorism”.
The “610 Office” has its branches everywhere. Once this persecution system was established and well-tuned, it became a handy tool for the central, provincial, municipal and local communist officers. It can be used to persecute any group whose homes, lands or

jobs were looted. Hao Fengjun, a defected policeman who worked in the Tianjin “610 Office,” confirmed that after the Office was founded, it targeted the Falun Gong group in the very beginning. But later on the 610 Office extended its coverage to other religious groups, dissidents and even foreign investors.
A noticeable change was Communist Party’s State Bureau for Letters and Visits. It is renamed to be State Bureau for Letters and Calls. It is clear that Communist Party doesn’t want to see any visit. This bureau was originally the only channel for the people to communicate with the government. After the persecution of Falun Gong began, the Bureau was closed to Falun Gong practitioners. Police and plainclothes police were waiting there, beating and arresting anyone who attempted to appeal for the end of the persecution of Falun Gong. But if one went to appeal for something else, he or

she could still go in. This situation changed after a few months. Anyone approaching that bureau is treated in the same way as Falun Gong practitioners. Corrupted officials now had access to a handy tool to prevent their crimes from exposure. They could just claim the appealer to be Falun Gong and then arrest and persecute him in whichever way they want.
With the termination of the last resort for seeking justice by the people, that is, the petition system, officials now have no fear in doing whatever they want. This becomes the catalyst to the corruption and persecution, which quickly escalates the conflict between the people and the government. The relationship between people and the government is now so tense that the communist regime has to enforce martial law for any major event, from the Olympic Games to the 60th anniversary celebration.
This is the consequence of destroying justice system to persecute Falun Gong.
Another noticeable ramification of the Persecution is in the high tech area, i.e. the Internet blockade and penetration. Overseas Falun Gong practitioners use their best knowledge to develop software to penetrate the Internet blockade. On the other side, Communist regime invested at least billions of dollars on the hardware to filter the sensitive words flowing into and out of China and hired fifty thousand Internet police to censor any bulletin board services around the clock.
A recent notorious example is the “Green-Dam” software, which was intended to be installed in all computers. Researches demonstrated that the software was not intended only to filter the pornography as the government claimed. More than 70% of the words that it filters are FALUN Gong related.
The Internet blockade and penetration also extended to other totalitarian regimes such as Iran, Myanmar, Saudi Arabia and even North Korea. When Iran held its election in June, software developed by Falun Gong practitioners became the major channel for the whole world to hear the voice of Iranians.
There is no doubt that Falun Gong is the top of Chinese Communist Party’s enemy list, which is also reflected in the Communist regime’s international relationships. The communist regime uses both their economic and diplomatic influence to muffle the voices supporting Falun Gong in international communities.
Though facing this harsh persecution, Falun Gong people have never surrendered. They spread the software to people who want to visit the websites in the free world. They run media to voice their situations and help the persecuted. They publish articles to reveal the evil nature of the communist regime from political, cultural and moral levels. Those in mainland China spread these fact-clarification materials to their neighbors, colleagues and friends.
These activities enlightened more people to understand the evilness of the communist regime, and encouraged more people to defend their human rights. Falun Gong people demonstrate the power of the truth that dissolves the lies. Falun Gong people encourage the moral wake-up of each individual to quit the Communist Party and bring China the possibility of a peaceful transition to a free society.
When Jiang Zemin, the then-head of the Communist Party, claimed that he could eradicate Falun Gong in 3 months, he never imagined that Falun Gong could survive ten years without reducing its efforts to clarify the truth. On the contrary, we can see the weakness and fear from the communist regime’s security settings for its 60th year anniversary. These are the ramifications of 10-year persecution of Falun Gong in China.
With the termination of the last resort for seeking justice by the people, that is, the petition system, officials now have no fear in doing whatever they want.
